The Director – Government & NGO Stakeholder Engagement is a senior leadership role responsible for shaping and managing EthSwitch’s relationships with government institutions, regulators, NGOs, and development partners. The position plays a pivotal role in influencing policy, aligning EthSwitch’s initiatives with national digital finance strategies, and driving the adoption of EthSwitch’s services in public sector and development programs. The Director provides strategic leadership in advocacy, partnership development, and stakeholder collaboration, ensuring that EthSwitch is recognized as a trusted enabler of financial inclusion and digital transformation. By forging strong alliances with ministries, regulators, NGOs, and donors, the role contributes to the scale-up of government-to-person (G2P) payments, aid distribution, and other use cases that advance Ethiopia’s inclusive digital economy.

Key Duties & Responsibilities

The Director – Government Stakeholder Engagement shall:

• Government & Regulatory Engagement – Manage relationships with ministries, the National Bank of Ethiopia (NBE), and public agencies to integrate EthSwitch’s services into national priorities and government programs;

• Policy Advocacy –Represent EthSwitch in regulatory and policy discussions, contribute to financial sector reforms, and advocate for enabling frameworks that support digital payments and financial inclusion;

• NGO & Development Partner Collaboration – Build and manage partnerships with NGOs, donors, and international development partners to leverage EthSwitch’s platforms for aid distribution, financial inclusion, and digital literacy initiatives;

• Program Development – Facilitate government use cases for EthSwitch services (e.g., G2P payments, subsidy distribution, and bulk payments) and support adoption of EthSwitch’s platforms in public service delivery;

• Development Partner Engagement – Collaborate with NGOs, donors, and international development organizations on financial inclusion, social protection, and digital literacy initiatives;

• Stakeholder Liaison – Act as the focal point between EthSwitch, government bodies, and NGOs, ensuring effective communication, coordination, and alignment with shared objectives;

• Insights & Intelligence – Provide EthSwitch’s leadership team with updates on government policies, donor priorities, and emerging partnership opportunities; and

• Capacity Building & Awareness – Coordinate awareness workshops and stakeholder forums for government and NGO partners to promote EthSwitch’s services and encourage adoption.

Job Requirements

Education:

• Bachelor’s degree in Finance, Economics, Business Administration, Public Policy, or related field;

• Master’s degree in a relevant discipline (preferred).

Experience:

• Minimum of 10 years of progressive professional experience;

• At least 5–7 years of relevant experience in stakeholder engagement, government relations, NGO/development partner management, or public sector programs, preferably within financial services, fintech, or digital payments;

• Minimum 3 years in a managerial or leadership role, managing high-level stakeholder relationships, advocacy initiatives, or partnership programs;

• Proven track record in policy advocacy and driving adoption of digital payment solutions or financial inclusion initiatives;

• Strong understanding of government processes, donor ecosystems, regulatory environments, and public-private partnerships.
