Ethiopian Catholic Church Social and Development Commission Branch Office of Meki (ECC-SDCBOM) is a faith based Non-Governmental Organization engaged in Social Development activities in the Vicariate of Meki. As a consortium partner, ECC-SDCBOM has planned to implement a five-year program entitled Realizing Aspirations of Youth in Ethiopia Through Employment (RAYEE II) funded by Master Card Foundation and lead by SNV in selected Woredas of Arsi, West Arsi, East Showa Zones of Oromia Region and in selected woredas of Silte, Alaba and East Gurage Zones Mareko Liyu woreda of Central Ethiopia Region. ECC-SDCBOM would like to recruit personnel on the following key positions for RAYEE II.

Senior GESI and Safeguarding Officer provides technical leadership at the cluster level to coordinate and oversee the implementation of inclusive, gender-responsive, and safe programming for rural young women (RYW). The Senior GESI & Safeguarding Officer is responsible for ensuring gender equality, social inclusion, and safeguarding measures are effectively integrated into all project activities. The role focuses on translating the national GESI and Young Women Empowerment strategy into practical field-level actions by working closely with woreda facilitators, service providers, and community stakeholders. The role ensures safeguarding mechanisms are functional and youth-friendly, and that activities across the program are designed and delivered in ways that enhance participation, safety, and empowerment for RYW. 

Main Duties and Responsibilities: 

  • Take active role in gender analysis and safeguarding assessments in the context of the cluster to generate more in-depth insights. 

  • Together with other officers, identify intervention areas for each component of the project to ensure young women's engagement and benefit

  • Facilitate the rollout of customized interventions such as childcare services, flexible training schedules, mentoring for young women, safe spaces, and leadership platforms to enhance participation and empowerment of RYW and young mothers

  • Support the identification, assessment, and capacity strengthening of local skill service providers to ensure that training programs are gender-responsive, inclusive, and delivered in safe, accessible, youth-friendly environments that meet the needs of RYW

  • Support the establishment and functionality of community-based safeguarding mechanisms, in coordination with the National Safeguarding Advisor.

  • Monitor safeguarding risks in service delivery and coach woreda teams and service providers to create safe environments for RYW.

  • Promote youth-friendly, confidential reporting and response mechanisms, and ensure field-level follow-up of reported cases as per guidelines.

  • Conduct regular field visits and coaching sessions with woreda facilitators and service providers to monitor service delivery is safe, inclusive, and meet the needs of RYW and provide timely feedback

  • Participate in planning meetings to ensure GESI-related activities are integrated into quarterly and annual work plans at the cluster and woreda level.

  • Serve as the GESI and safeguarding focal person in the cluster, liaising with regional, woreda offices, and community actors.

Job Requirements

Required Qualification and Work Experience

  • MSc/MA/BA/BSc in Gender Studies, Human Right , Social Science, Public Admin, Social Development, Sociology and related fields 

  • At least, 8 years’ relevant experience for MSc/MA or 10 years for BA/ BSc in work experience in field-level implementation of gender and/or youth empowerment programs.

Required Skill and Competencies:

  • Solid understanding of gender barriers, rural young women’s empowerment, safeguarding, and social norms in the Ethiopian context 

  • Gender mainstreaming and Training facilitation skills.

  • Report writing skills.

  • Knowledge of safeguarding standards, protocols  policies and procedures

Additional Requirements

  • Willingness to travel frequently to project implementation areas

  • Strong commitment to field-based work, with energy and resilience to match

  • Effective communication skills in both English and local language

Experience working with NGOs is preferable.
