Job Description

Samaritan Surgical Center, Ethiopia’s first to specialize in surgical specialty services such as arthroscopic total hip replacement (insertion of artificial hip) and arthroscopic knee surgeries, Neurosurgery (including brain, Skull and Spine), Urology surgery (including Kidney & Bladder), Plastic Surgery, Neuro-Interventional/Neuro ICU, 24/7 Trauma and Emergency surgeries etc.  The surgical center is a state-of-the-art facility that incorporates the latest surgery theatres, pre-and post-surgery rooms, recovery rooms, surgical wards, ICU, diagnostic facilities and it is staffed by renowned surgeons.  The surgical facility focuses on providing sustainable; high-quality surgical care to patients.  Accordingly, for the successful implementation of the Health Center activities, Samaritan Medical center would like to invite interested and qualified applicants for the position of Hunan Resource Manager.

Major DUTIES AND RESPONSIBILITIES:

Accountable to the General Manager, the HR Manager has the following major duties and responsibilities;

  • Responsible for making sure the medical center’s day-to-day operations run smoothly and oversee the day-to-day Human Resource Management of employees in the center.

  • Plans, organizes, coordinates, directs and controls the activities of the Human Resources Services of the medical center; determines organization structure of Human Resources Services and defines subordinate Managerial, and Supervisory functions. 

  • Studies organization problems; initiates, develops and recommends to Management new policies, and procedures and / or changes in the Organization’s Human Resources related operating methods and procedures to improve performance, increase efficiency and reduce expenses; provides Human Resources support and input in Restructuring and Change Management and follows-up their implementation.

  • Ensures that Human Resources and related Policies and Procedures, guidelines, directives or amendments are maintained, broadcast, understood and applied consistently. 

  • Oversees and ensures implementation of and adherence to the Labour Law.

  • Assists and advises the General Manager and Department / Service heads in the interpretation and application of Medical center’s Policies and Procedures, related to Human Resources Services, the Labour Law; selectively seeks further professional legal advice to ensure legal compliance. 

  • Establishes an effective and systematic HR database; ensures that data / information is handled, stored, processed, updated and retained in a professional, confidential, accurate and timely manner. 

  • Follows-up detailed planning of short and long term manpower requirements, development and training needs.

  • Monitors and coordinates the recruitment, selection, placement and orientation of new employees; ensures availability of adequate staff and effective work force at all times.

  • Track the attendance of all staff day wise per organization requirement and communication.

  •  Make sure all staffs sign-in and sign-out on the attendance machine.

  • Provide payroll input such as attendance summary, leave summary, overtime summary and other deductions to payroll in specified format for processing payroll.

  • Follows up the timely and consistent application of the Performance Management System; monitors appraisal of employees on annual or semi-annual bases.

  • Track probation reviews with timelines and ensure outcomes are communicated formally through letters.

  • Ensure that contract renewals /terminations are done in a timely manner.

  • Ensure resignation letters are received for employees who intend to leave.

  • Conduct exit interviews in specified formats and share with the General Manager on a monthly basis.

  • Follow up for the clearance certificate and ensure final settlement is done within standard agreed timeline. 

  • Conducts periodic survey to assess the competitiveness of existing compensation system; recommends to Management general salary adjustment and benefits, as necessary. 

  • Directs, coordinates and controls the administration and proper utilization of Medical Center’s Vehicles and transport service system; administers control of fuel, oil lubricant and maintenance expenses related thereto. 

  • Directs, coordinates and controls the administration of office services, ascertains that there is proper office accommodation for all staff at all times.

  • Directs and controls the administration of facility, landscaping and Protection Services.

  • Ensures that discipline is observed in all units; directs staffs’ grievances in line with HR Policy and Procedures Manual, practices, and the Labour Law; provides all necessary documents to Legal Counsel in case of Labour disputes. 

  • Directs controls and evaluates personnel under the direct supervision; recommends appointment, promotion, transfer, discharge or disciplinary measures; directs training to ensure efficient use of personnel. 

  • Delegates responsibilities with the approval of higher management.

  • Establishes contact with training institutions; requests and obtains appropriate documentation on the training and follows-up progress and actual standing of employees from time to time.

  • Prepares the HR Annual Budget; administers approved budget. 

  • Advises General Manager on trends in own operations which may have significant impact on other Units of the Medical Center.

  • Performs other related duties and responsibilities as required.

Achieve Results:

  • Establish, as part of the management team, priorities, strategies and action plans to achieve stated outcomes, goals and objectives.

  • Monitor progress toward the achievement of stated objectives.

  • Implement policies and practices consistent with corporate objectives.

  • Advise teammates/staff on new and current Company and Government policies, strategic directions, rules, regulations etc. and promote compliance with such. 

  • Recommend policies and guidelines relating to HR matters consistent with staff bylaws, rules and regulations.

  • Assist department heads in setting and obtaining objectives for the improvement of the quality of Human resources utilization.

  • Work closely with department Heads & Staff to establish an accountability framework that addresses ethical and legal responsibilities.

  • Provide advice to the General Manager on HR matters.

Quality Improvement and Monitoring:

  • Ensure performance and quality data are collected and maintained to support utilization initiatives.

  • Ensure effective processes and mechanisms are in place to encourage best practice to improve HRM process and quality outcome.

  • Participate as a member of various quality committees, Ethics panel and as required.

Leadership

  • Promote the development, implementation and coordination of HRM.

  • Develop and support department heads in managing their departments Human Resource

  • Attends weekly management meetings to facilitate open channels of communication and aid in issue resolution.

Systems Transformation:

  • Use systems/critical thinking skills to understand pressing issues pertaining to the Countries Labor Law and related directives. 

  • Be aware of trends, issues and values that are shaping the future.

  • Champion and help orchestrate necessary changes.

Job Requirements

Qualifications 

  • B.A. Degree in Human Resource Management, Management, Business Administration, Public Administration, or other related field of studies, from recognized University or College

Experience Required

  • A minimum of 5 years’ relevant work experience, out of which, at least 2 years in Managerial position. 

  • Ability to use Microsoft Office- Excel, etc.
