Job Purpose
PMER officer is responsible for supporting projects under implementation under the management of East Bale RCO in the area of monitoring, evaluation, accountability and learning activities in accordance to LWF PMER system and the donors' requirements This position is responsible for gender sensitive data management (data collection, collation, entry, analysis, interpretation and reporting), developing different reporting formats and checklists, updating and maintaining databases and proper project documentation for accountability and learning. Responsible for making sure that appropriate Compliance Response Mechanism (CRM) put in place, complaints are welcomed and handled as per the procedure in place. The jobholder will be responsible for documentation and sharing of key learning for the improvement of the projects implemented under the RCO.
The PMER Officer will lead the planning, monitoring, evaluation, reporting, and communication functions of various humanitarian and development projects under the regional coordination office. The role ensures that strong systems are in place to support quality project design, learning, accountability, and visibility.
Design field-level M&E systems including log frame reviews, development of indicators, and data collection and reporting plans.
Support the project design process, including drafting concept notes, and conducting needs assessments and situational analyses.
Develop Terms of Reference (ToR) for baseline, mid-term, and final evaluations based on donor and organizational requirements, and facilitate their implementation.
Provide technical guidance for designing and implementing baseline/midline studies and other data collection efforts to inform project analysis and planning.
Support routine data collection, documentation, and reporting of activity- and output-level results through the LWF PMER system.
Assist teams in using electronic data management platforms (e.g., KoboToolbox, SurveyCTO, ActivityInfo), and ensure data is accessible and utilized for decision-making.
Build the capacity of field and coordination office staff in M&E practices, and ensure team-wide ownership and active participation in the implementation of the M&E system.
Organize and lead knowledge-sharing and learning events, such as annual and bi-annual review workshops.
Identify key learning agendas in collaboration with project teams, and implement a learning and knowledge-sharing plan, including methods for documentation.
Track and document significant changes resulting from project interventions and produce human-interest stories at individual or community levels.
Provide support to external enumerators, researchers, and consultants on methodology, sampling, ethics, and data collection.
Facilitate joint monitoring efforts with stakeholders and partners.
Ensure secondary data review and synthesis are conducted to inform project proposals and design.
Reporting and Accountability
Compile and prepare quality quarterly, bi-annual, annual, and ad hoc project progress reports in line with donor and organizational standards.
Support the rollout and implementation of LWF World Service Ethiopia’s accountability framework, focusing on complaints handling, participation, and information sharing mechanisms.
Communication and Visibility
Produce written content for various channels including websites, annual reports, brochures, case studies, and social media posts.
Manage content calendars and social media engagement across platforms (e.g., LinkedIn, Telegram).
Maintain strong relationships with local media outlets to enhance project visibility.
Coordinate internal communication through meeting briefs, regular updates, and digital platforms (e.g., social media groups).
Work with field staff to capture photographs and videos for creating multimedia content such as short videos, photo essays, and testimonials.
Qualifications
Bachelor’s or Master’s degree from a recognized institution in Statistics, Economics, Project Management, Monitoring & Evaluation or any related field with relevance to the position.
Experience and Competencies
Minimum of 5 years of relevant experience in PMER and some aspects of communication, preferably within international NGOs.
Experience working with major donors (e.g., ECHO, UN agencies, EU, SIDA, GAC) and understanding of their reporting and compliance requirements is advantageous.
Proficiency in electronic/web-based data collection and management systems (e.g., SurveyCTO, KoboCollect, ActivityInfo).
Thematic experience in climate change resilience, food security, livelihoods, WASH, and women’s empowerment is strongly preferred.
Creative, resourceful, and able to work independently with minimal supervision.
Strong analytical, reporting, and documentation skills with fluency in spoken and written English.
Knowledge of local language Afan Oromo is advantageous.
