Currently GGE is seeking candidates for an M&E Officer role for an upcoming emergency response program for IDPs and host communities in Ethiopia with specific emergency-affected target woredas and schools of Oromia and Amhara regions.

The M&E Officer will drive the design, implementation, and oversight of robust monitoring, evaluation, accountability, and learning (MEAL) systems to ensure program effectiveness, accountability, and adaptive management. This role requires hands-on leadership in data collection, analysis, and reporting, with a focus on fostering evidence-based decision-making and continuous improvement across projects.

Duties and Responsibilities

1. Monitoring, Evaluation, Accountability and Learning (MEAL)

  • Lead the development and execution of project-specific MEAL frameworks, annual MEAL plans, and indicator tracking tools.

  • Conduct routine field monitoring visits to supervise project implementation, assess progress against targets, and identify areas for corrective action.

  • Design and manage qualitative/quantitative data collection tools (e.g., surveys, focus groups) and ensure data quality through regular audits.

  • Coordinate baseline, midline, and endline evaluations, including methodology of design, stakeholder engagement, and dissemination of findings.

  • Analyze program data to generate insights for adaptive management, learning, and reporting.

2. Reporting and Documentation

  • Compile and analyze data for timely donor reports (monthly, quarterly, annual) and internal progress updates.

  • Develop dynamic visual tools (5W matrices, dashboards) and maintain a centralized project database.

  • Document success stories, best practices, and lessons learned to showcase program impact.

  • Prepare analytical monitoring reports with actionable recommendations for the Programs Director and MEAL Manager.

3. Capacity Building and Technical Support

  • Train and mentor field staff and partners on MEAL systems, data collection protocols, and digital tools (e.g., Kobo Toolbox, Power BI).

  • Provide ongoing technical guidance to ensure adherence to MEAL standards and data integrity.

4. Accountability and Feedback Mechanisms

  • Establish and manage community-based feedback mechanisms (e.g., complaints hotlines) to ensure accountability to affected populations.

  • Address feedback and grievances promptly, ensuring transparency and sensitivity to community needs.

5. Collaboration and Coordination

  • Co-chair project kick-off, review, and closing meetings; document action points and monitor follow-up.

  • Participate in semi-annual learning reviews to share progress, challenges, and innovations.

  • Collaborate with government bodies, donors, and partners to align MEAL activities with stakeholder requirements.

  • Possess the academic and professional qualifications, experience, and expertise required to meet the responsibilities identified above with excellence.

  • Be energetic in rendering services to Geneva Global Ethiopia.

  • Be attentive to detail and work methodically and accurately.

  • Be professional and kind in all interactions, whether with colleagues, partners, clients, authorities, beneficiaries, or any other outside person.

  • Use initiative.

  • Work independently, taking initiative in accordance with specific duties and as appropriate.

  • Participate actively, productively, and respectfully as a member of the GGE  and GGI team, upholding all Geneva Global values and standards.

  • Work effectively under pressure and meet deadlines.

  • Exercise the utmost good faith towards Geneva Global both in rendering services and in all dealings with Geneva Global and stakeholders.

Job Requirements
