Under the direct responsibility of the ECHO 2.2 Area Project manager or Technical Project Manager/P&O Specialist, the Prosthetic and orthotics Officer (POO) will support and implement the physical and functional rehabilitation activities of the HI’s project(s) for the targeted population (persons with disability and vulnerable groups). S/he will be responsible for leading, initiating, ensuring, coordinating, and following up on all activities related to prosthetics and orthotics service provision (including: taking measurements, prescription, scanning, and digital design of the P&O parts based on the beneficiary's needs, referring, and fitting produced parts.  S/he will also be responsible for the P&O partner's capacity building, mapping of service providers outside the physical rehabilitation scope, and medical referral).  
He/she will directly report to the ECHO 2.2 P&O Specialist and Area Project Manager and coordinate with Shire P&O satellite Centre, with 3D technology technicians in Mekelle MOPC, the Victim assistance team, and with Rehab physiotherapists. 
S/he will be based in Shire town with frequent travels to Woredas and Zones as well as Mekelle city to share /provide technical & clinical services as required. 

Duties & Responsibilities:

Responsibility 1: Provide guidance and technical support to the project by the overall technical frameworks and standards within your sectoral perimeter.
•    Fully involve and support the provision of orthotics, prosthetics, and other devices for the beneficiaries using scanning, digital design, and other technology.
•    You will follow on all the necessary steps for the provision of assistive products, including referral, assessment, prescription, product preparation (which includes scanning, digital design, and printing), fitting, user training, maintenance, repairs, and follow-up.
•    Shows professional ethics, among others, respecting patient privacy and confidentiality (only shares medical information with medical staff/people directly involved in beneficiary care).
•    Ensure coordination and collaboration with the technical partners as delegated by the HI ECHO 2.2 Project Manager /Head of Programs.
•    Work closely with other technical & program teams (responsible for rehabilitation, MHPSS, and Inclusion) to promote locally-made solutions for assistive products, house accessibility, tools modification for activities of daily living, work, a school for enhancing participation, etc.
•    Coordinates and collaborates with relevant HI support departments, especially logistics, HR, finance, and technical resources.
Responsibility 2: Identify and assess beneficiaries with amputation and/or other impairments to determine their prosthesis and orthosis needs:
•    Identification, assessment, selection, and appropriate pre-prescription of the beneficiaries in need of prosthesis and or orthosis.
•    Informing the beneficiaries and the caregivers of the importance of the prosthesis and orthosis (P&O) services in improving their physical situation and the different steps to follow to achieve it.
•    Be part of the HI and partner's P&O team, lead the identification and selection of beneficiaries of prostheses and or orthosis after proper assessment & scanning, providing an appointment for fitting and training in collaboration with the 3D printed P&O devices.
•    Referring them to those who need further medical treatment. 
Responsibility 3: Provide technical learning from the project and monitor and follow up activities, and report
•    Collect data/information necessary for lesson-learning or scientific documentation exercises.
•    Contribute to technical learning under the responsibility of the Technical Project Manager, HOP, HQ referent, or Country Director, based on good practice.
•    Contribute to the collection and analysis of technical data (quantitative/qualitative) in conjunction with the project team and the MEAL Team, and provide feedback for future similar project proposal developments.
•    Contribute to regular reporting of the technical activities as agreed with the line manager.
•    Contribute to the evaluation of user satisfaction, post-distribution monitoring, and internal evaluation.
Responsibility 4: Maintain and improve the quality of P&O service delivery
•    Ensure the implementation of technical activities/ technical tools related to P&O services, according to HI’s internal quality and technical standards, and propose adjustments or improvements if necessary.
•    Ensure all clinical & technical processes are followed properly during P&O service delivery.
•    Apply standard tools for assessment to discharge and follow-up to ensure implementation of quality control mechanisms in the P&O service delivery.
•    Promote & orient health and rehabilitation professionals on P&O services to promote multi-disciplinary services at the local and national level
•    Contribute to or lead the necessary technical training in your field; you identify training needs, conduct training (theoretical, practical, case studies…), and mentor technical support and mentorship for partner staff during a planned technical visit.
•    Re-establish or strengthen referral mechanisms and follow-up services: to and from other departments, hospitals (provincial, district, community health center), as well community.
Responsibility 5: Develop tools and guidelines following the needs 
•    Participate in close collaboration with the Technical Project Manager in the designing and updating of P&O tools and processes according to the needs.
•    Proposing changes, updates, and improvements of relevant P&O activities according to the Organization’s strategy, in collaboration with the Technical Project Manager & HOP. 
•    In collaboration with HI P&O and Rehab specialists, contribute to defining and implementing the technical strategy of HI Ethiopia’s P&O responses.
Responsibility 6: Contributes to ensuring HI’s technical influence within its perimeter
•    Contributes to the influence of HI’s expertise: can represent HI’s technical expertise in relevant local networks and with local partners
•    Participate in the region’s health sub-cluster meetings (Shire, Mekelle). 
•    Any other task assigned by the Technical Project Manager, Area Project Manager, Head of Programs, or the management.
Responsibility 7: Reporting: 
•    Produce regular reports on HI activities as well as contribute to newsletters, case studies
•    Prepare and submit the weekly action plan & report on your activities to your line manager.  
•    Provide reports of the activities, coordination meetings, workshops attended, etc.). 
Responsibility 8: Coordination and Collaboration with departments:
•    Closely working with logistics to get necessary supply services and materials
•    Raising PLs timely manner and following up on purchases
•    Preparation P&O related procurements
•    Firming a good work relationship with finance and settling advances on time by preparing all the necessary documents based on the request of the fiancé colleagues.   

Job Requirements

Qualification: Minimum Diploma or BSc. in Prosthetics and Orthotics from a recognized university with at least 5 years of experience for Diploma and 3 years for BSc. of experience in Prosthetics and Orthotics.
•    Willingness and ability to work in remote locations
•    Work experience with digital design & 3D printing technology is added value.
•    Strong technical skills in prosthetics and orthotics
•    Strong communication and reporting skills
•    Good communication in the English language is required
•    Knowledge and skill in the local language are preferred.
•    Commitment to humanitarian principles and HI’s mandate
•    Strong interpersonal and intercultural skills
•    Proactive, hardworking, conscientious, and strong organizational skills
•    Resilient to stress
•    Ability to work under pressure with a high level of personal organization and flexibility, and frequent travel to the field target area (Woredas and Kebeles).

 Knowledge of working area language (Tigrigna) is a Must.
