At-Con Engineering & Architecture Consultancy Plc., a well-established and reputable consulting company based in Addis Ababa, is engaged in the design and supervision of civil engineering works, including roads, bridges, buildings, water supply systems, and other infrastructure projects. We are currently seeking a qualified and experienced Senior Bid Organizer & Head of Engineering to join our team.

Key Responsibilities:

• Lead and manage the engineering department including civil, structural, electrical, mechanical, sanitary, architectural, contract administration, and project coordination disciplines.

• Oversee the planning, technical documentation, preparation and review of detailed engineering designs, reports, drawings, and BOQs in compliance with Ethiopian Building Code Standard (EBCS) and other regulatory frameworks.

• Provide expert guidance on project planning, feasibility studies, and technical evaluations for public and private sector clients.

• Ensure engineering solutions across all technical outputs and project deliverables meet regulatory standards, client requirements, and company quality benchmarks.

• Supervise project implementation through periodic site visits, inspections, and reporting.

• Liaise with clients, government bodies, contractors, and other stakeholders to optimize designs and ensure efficient coordination and compliance.

• Stay up-to-date with Ethiopian construction laws, procurement regulations (e.g., PPA, FIDIC), and tendering procedures.

• Promote the adoption of modern engineering tools and technologies, including BIM and project management software.

• Lead team development through coaching, mentoring, and professional growth opportunities.

• Provide strategic direction on technology adoption (e.g., BIM, 3D modeling, sustainability practices).

• Monitor and mitigate risks related to engineering activities, safety, and compliance.

• Lead recruitment, training, and development of the engineering team.

• Prepare budgets, forecasts, and resource plans for engineering functions.

• Support business development and pre-construction teams by reviewing technical aspects of bids and proposals.

Job Requirements

We are seeking a seasoned and dynamic Head of Engineering to lead the technical and engineering division of our construction consultancy firm. The ideal candidate will have extensive experience in design review, supervision, and coordination of large-scale building, infrastructure projects in line with Ethiopian Standards (ES) & international best practices and, strong leadership capabilities. This leadership role involves managing multidisciplinary teams, ensuring engineering quality, and overseeing the successful execution of consultancy services. 

Requirements:

• Bachelor’s Degree in Civil, Structural, or related Engineering field (Master’s preferred).

• Registered Professional Engineer (PE) with Ethiopian Engineers Qualification Authority (EEQA).

• Minimum 20 years of relevant experience, with at least 10 years in a senior management or leadership role in a consultancy setting.

• Strong knowledge of Ethiopian codes (e.g., EBCS), standards and regulatory processes, safety regulations, and quality control.

• Proven track record in managing high-value infrastructure, commercial, or public sector projects.

• Proficiency in engineering and design software (AutoCAD, Revit, BIM, Civil 3D, ETABS, SAP2000, MS-Project, etc.).

• Excellent leadership, communication, and interpersonal skills.

• Strong command of English and Amharic (both spoken and written).

• Exceptional leadership, communication, and decision-making skills.

Preferred Qualifications:

• Background in managing multidisciplinary teams across multiple sites.

• Familiarity with international construction standards (e.g., PPA, FIDIC, Eurocodes).
